A full stop, followed by a question mark is totally out of order, is it not.?

This world has to be the most off the wall of all the worlds. Where else can people expect to get away with a full stop, followed by a question mark? Surely there is some sort of grammar authority that is responsible for overseeing this shocking and downright indecent behavior. What type of society have we become? Is this the type of place we’re going to leave to our children? For the love of God, can somebody please start a Facebook page right away and make our world a better place? I show you this, only to highlight the full stop and question mark, in question:

    After reading this my mind came to a full stop, followed by a series of questions.!

      That’s massively understandable but what’s with the full stop followed by an exclamation mark.?
